Legislation for fitting new Gas boilers

When a new boiler is fitted, if the radiators in the house at the time have no thermostatic rad valves, should the fitter also fit the valves to comply with government rules, which I believe says that the valves have to fitted when a new boiler is fitted. If this is correct, is there a site that will confirm this?

However the fitter should make the owner/customer aware of the new regs and recommend that they should take this oppertunity to see that the system is brought up to date. But ultimatley it is up to the owner to decide if they are willing to pay for the extra works involved. By the way am a CORGI engineer and am fully trained in Part L regs. So you have it from the horses mouth so to speak.
