If the ball is plugged in the ground - as the bunker is only the sand area - you have to attempt to hit it. The same goes for the ball if it's plugged in a sand trap. You have to do your best at getting it out. There are ways and means of theoretically hitting a plugged ball. You can't just pick it up and drop it !
First answer is correct but if the ball is plugged in the grass face of the bunker you could also take a 1 stroke penalty drop. However if when you drop the ball it rolls into the hazard you can drop again. If again it rolls into the hazard you can attempt to place it on the grass bank-if this is not possible you have to either play it from the original plugged position or from the hazard (as above)
