I have a 2000 VW Passat and suffered for some months with water getting in ... eventually explaining this at the main dealer they suggested looking for blocked drain holes on the shelf in front of the bulkhead. There are two in that particular car, one cunningly concealed underneath the battery! An piece of stiffish wire guided into the hole and the water gushed through and no more problems. Hope this helps.
