I have a basic account with the Halifax.  My cash card is visa electron but does not have cirrus or mastro on the back.  I have been told that anywhere I see the visa sign in australia is where I can withdraw cash from an ATM is this correct?

If your Electron card has the VISA logo on the front then you will be able to withdraw from any ATM with a VISA or PLUS logo. Subject to sufficient funds being in the account.
I agree with Billy, you can use your card at any ATM displaying the Visa Plus symbol.
