If you receive a cheque from your Pet Insurance company and it is nowhere near as big as the vet's bill you submitted, is there a governing body you can turn to?

as far as i know they wont start anything until you've gone through your insurances own complaints procedure

You need to check the terms of your policy, what excess you have, and whether any of the stuff you claimed for is excluded under the policy. Did you keep copies of all t e claim forms and invoices you claimed for, so you can check? My policy has an excess + 20% of the bills, excludes maintenance items and foods and routine preventative stuff. If some parts have been excluded from the settlement, they should tell you why.
