I have changed insurers and need the NCD from my previous insurer who did not state it on their renewal documents. The new insurance coverage will be cancelled without proof of my NCD. Can the old insure legally withhold that information. Some advice please?

Under the Data Protection act 1998 there is no way that any Company can refuse to disclose any of your personal information to you when it is held on their computers. You will usually need to pay the appropriate fee and give them reasonable time to process the enquiry.

Under the Data Protection Act you are entitled to see all information held about you by a company (albeit for a "small" fee in some cases). Request this information quoting the DPA.

I don't see how that can be, it's on the renewal notice/key facts/statement of facts/ how else could they expect you to renew? Even if you are not intending to renew. Adgam56, have a good look at all the docs.
