i had a very slight bump with someone and put a tiny dent in their plastic bumper which is hardly noticeable. my car is undamaged, they want a new bumper,
i have fully comp ins and full no claims which is protected. if i put it through the insurance will i have to pay any excess as there is no claim for my own vehicle.

You don't pay an excess for the other person's damage - you only ever pay an xs for your own damage
Although most insurance policies carry an 'own damage' and/or 'fire and theft' excess, there are a few that carry an 'all sections' excess - which basically means whatever section of the policy a claim is made under (in this case the third party section) an excess will be payable. Check your policy!
You won't pay your excess, the 3rd party will claim off their insurance who will arrange repair and they will then recover all costs from your insurance. It is only when you are making the claim on your policy that you pay the excess unless it wasn't your fault.
