I've heard that you can apply for one if you have not yet received one if your at least 15 years and 7 months, 15 years and 9 months or 16.

Which one is it? (I'm 15 years and 8 months)

you automatically get issued an nino at 15 years and 9 months, you don't need one before then as you're only subject to ni deductions from 16.
My daughter's 16 in June. Hers dropped through the letterbox on Wednesday last. It was only a letter stating the number, no card with the number on as her brother received a couple of years ago.
