Many shops will not employ people under the age of 16, and some 18 (I used to work for Warner Bros store and they didn't employ anyone under 18). You may be better off asking around local cafes or pubs to see if they need waiting on staff or a washer upper, or even get a paper round. Or our local shop employs teenagers to stock the shelves at the weekend, under 18's can't serve in the shop as they may be selling alcohol.
