Is there a legal requirement for a company to give a short break to someone working 4 hour shifts?

no!

they are required to give you one 20 minute break if you work over 6 hours.
Chuck has saved me writng this,as he is correct!
nope and it sucks! but if you need a quick glass of water or the toilet or something like that i shouldn't think any decent manager would flat out refuse.
And any break does not need to be paid.
