My neighbour has recently installed a webcam ( in a bedroom window) which is overlooking my property.Is this legal?

Yes.

With very few exceptions (related to such diverse things as official secrets or indecent images of children) it's perfectly legal to take photographs or videos of anyone, or anything, as long as the photographer is on his own property, on property where he has permission for photography, or in a public place.

For example it's perfectly legal to stand in the street and take pictures of people in their garden or, through their windows, of them in their houses.
