Don't see why not. An unadopted road can be a public right of way - not always, but it's possible.

A good example of this is the Restricted Byway category which is being increasingly used to stop 4x4 and motorbikes going up places like the Ridgeway. Byways are unadopted but normally there are nothing to stop a motor vehicle passing along them.
