Can You Store a Static Caravan Without Permission

I have a Static Caravan, however the Caravan Site have increased their fees dramatically and I need to remove it until I find another site. I have 9 acres of land 5 miles from my home, can I store my caravan without consulting the Council. What is the 28 day rule ?

Storing a caravan is not an agricultural use. So you need planning permission, which you are unlikely to get in an open field.
You can store it for 28 days there - no problem. Then you have to move it.
