Noisy neighbours. Is it worth suing?

My parents have bought a house and found out after the event that there was a previous complaint regarding nuisance neighbours. This was not disclosed at the time of purchase.
Is there any point in my parents considering suing the previous owners? If so, how much can they expect to receive and how much will this cost them? Will the guilty party have to pay their costs if successful? How long do they have to decide whether to do this? Thanks.

If the non-disclosure relates to an incorrect answer on a pre-contract enquiry then it is possible they could be entitled to compensation, which would be based on the difference between the true value of the house (ie with knowledge of the nuisance neighbours) and the price they paid. An estate agent or surveyor would have to provide an estimate of the true value.
