There is no such thing as rates. Do you mean council tax? If so, whoever lives there will be responsible - if they are the sole occupant they weill get 25% discount though.
there havent been "rates" in my adult lifetime and i'm 34!

We had house rates up until 1991, when it was replaced by the poll tax (Community Charge).

There are Rates in Northern Ireland. Thats where i live
we do have water rates but we dont have household rates

The RCA are the most incompetent bunch of people i have come across apart from CSA and they will torment you for money so you better get in touch and ask their advice if you are struggling
