Who is at fault if a pedestrian is knocked down by a car driving around a privately owned college car park?

Most likely the driver, unless the pedestrian runs out without looking.

I'd say it was all Tetjam's fault.
Even privately owned the criminal legal procedures is the same as any accident on a public road. Accident should be treated the same as on a public road. Depends on the actions of the involved parties who was in the wrong.
