Legal Contract for decorator

A paper that states the items of work to be carried out, amount, and address of both parties and signed and dated by both parties. Can this be legally binding even if there are no terms for cancellation and none have been agreed verbally or otherwise? We are looking to cancel the contract as the decorator threatened to hold back the keys for payment for unfinished work from a previous job which took twice as long as indicated.
