What is the legal requirements when there has been an accident with no injuries? Do all accidents have to be reported to police and insurance as the guilty party would rather settle costs herself .

Both parties to the "accident" are required to exchange details of their names and addresses and their insurance.

Even if you don't want to make a claim, it is standard for the policy to say that you should report all "accidents" to the insurance company, but not everybody does that.

There is no requirement to involve the police unless somebody is injured.
are we talkimg of motor accidents here?
No, not all accidents are what's called "reportable". In any case it would have to be reported within 24 hours.

Did it happen on public or private land?
Was there any damage?
What was involved, i.e. cars etc?
Are there any independent witnesses, i.e not involved with/related to either party?
