we have bad neighbours drug dealing intimidating including kids and throwing bricks through windows
their property is rented does the landlord have a duty to us the neithbours to put decent tenants into his property

if they pay their rent, the probably from the landlords POV they are decent tennants!
Your local council should have an anti social behaviour department or something similar. It doesn't matter that its not council property - even if they owned the property the council can still enforce an ASBO or take required steps for mediation or whatever they seen is needed.
send an anonymous letter to police......be cleared within a week!
