i was issued a fixwed penalty notice for public order offence . it has just past the 21 day to pay deadline . can i still pay now or will it go to court ?

If I was you, I would send a cheque to the courts and put last weeks date on it, remember to put the same date on the cheque stub.
If any further action is attempted, for example, increasing the fine, you can at least claim that you posted the cheque in plenty of time for it to arrive within the alloted time.You should then elect for it to be taken to court, the police are not going to risk a magistrate taking the evidence of a dated cheque to be a reason to dismiss the case.

Next time, however, I suggest you pay it a bit earlier.
