Depends what Act it is. If it is the Public Order Offences Act it is threatenening, abusive or offensive words or behaviour.
I assume you are referring to Section 4 of the Public Order Act 1986 which covers �threatening behaviour with fear or provocation of violence�.

Section 4A covers �disorderly behaviour with intent to cause harassment alarm or distress�.

Dunno much myself, all I know is that I got sentanced to 56 weeks in Nottingham prison for it. My first offense as well. I pushed someone who was giving me grief, clearly shown on CCTV. Thankfully i was released after 13 days.
Dunno much than what's been said, but I got jailed for it, it's not even an offense that can be tried in the Crown court, even after pleading not guilty, I actually pleaded guilty. So yeah, Section 4 Public Order; My first offense of pushing someone who was provoking me. Even all on CCTV. Got given 56 days, released after 13. The Judge even rang up the prison to ask them to put me on suicide watch. So she cared.

Probabtion suggested a Fine, they normally do, but District Judges tend to be more excessive in their sentencing than most and ignore all the guidelines. If you're unfortunate to get one, keep skipping bail until you get magistrates.
