if an interview tape has parts of questions and parts of answer s missing due to a loud speaking clock dwoning them out can it be used to pass judgement on

Is the recording from a police interview?
I would assume that if only a vital piece of information was drowned out, then it would affect the validity of the tape.

Something like: "Yes, I robbed Boots in the High Street. I was wearing a blue *BEEEEEEEEEEP* at the time." probably won't let you off.
Do you mean the clock on the recording tape itself? The tape has two channels. On one you hear the interview. On the other you hear the computer 'speaking clock' giving the time elapsed, so it will say 'One minute 40 ' etc. That's to stop anyone editing the tape. The suspect gets the duplicate tape (the machine records two tapes at the same time)
You can twiddle the control on a tape machine so you hear only the clock or only the interview or a mixture. Turn the control one way and you can hear the clock in the background as loud or as soft as you like.Try fiddling with it so you can hear the interview without the clock or with the clock very softly.If you have it set wrongly the voices can be drowned by the clock and you won't hear some of the interview.

fredpuli is quite right. I assume you've asked for a copy of an interview tape, and that's all you have? tell the sender you want a new copy with the clock voice turned down as you can't hear it. there will also be a typed transcript. if the transcriber could understand the tape (ie; the transcription is a correct version of what's on the tape), it's perfectly admissible.
All the tapes are the same. As fred suggest, all you need to do is adjust the 'balance switch' to get rid of the speaking clock which is there for integrity reasons.
