Council tax and the army

Can anyone please give any advice the situation on army personnel and council discounts?

My situation is this: my partner is a TA solider deploying to Afghanistan in Sep/Oct. For his pre-deployment training he has been posted to Germany which is now his permanent residence until he deploys. Can I now claim a council tax reduction? I spoke briefly with my council today who said he as comes home on leave to my property he is not eligible. I argued that his main residence is not currently my home and when he comes to see me he is therefore only visiting but the person I spoke wasn't sure if that meant I now qualify for the discount.

Google suggests the Govt brought in council tax rebates for serving members of the armed forces in theatre in 2008. The best people to ask would be your partner's COs I'd have thought.
