The actual act of opening and reading the letter is not necessarily illegal, whether it is deemed an illegal act or not depends on why you are doing it.
The official wording is:
A person commits an offence if, intending to act to a person's detriment and without reasonable excuse, he opens a postal packet which he knows or reasonably suspects has been incorrectly delivered to him.
This is obviously fairly woolly and any ruling made will be a subjective one based on an opinion of the individual circumstances of the event.
