How Can People Sell Stamps On Ebay For Less Than The Usual Price

I've seen prestamped envelopes on ebay and I've bought stamps on ebay before for less than the normal price. How do they do it ? is it likely to be something illegal or is it like they get a discount rate for large volumes ?

Yes I've seen the listings "for collectors" but have stayed away, I'm not stupid, I am starting to send a large amount of mail and as it is get away with a letter stamp when it should be large letter, I have no interest in ripping royal mail off as long term it will mean prices go up again and it will cost me more.
I am afraid that ebay have their own ideas about legality, I have a listing pulled for some compatible ink cartridges because I didn't put compatible in the title (apparently epson complained..........) so they suck up to the big boys but really they don't give a toss, all they care about is that people trade and that they are seen to be providing a "safe" environment, this basically means that as a seller I'm automatically at fault unless i have overwhelming evidence. I have poited out breechs of their listiing policies before where a "new other: see listing for condition" was put on some electronic components but the "other" was not explained, in my opinion they had been chopped off of boards as they had shorter leads (I sell the genuine parts), the "person" I got onto basically told me to get stuffed.

in fact if ebay were on the ball they would have either a standard notice over every listing saying that the stamps are used or they would not allow those listings at all, but I guess royal mail is not a big enough player for them to have to worry about and they already have a system with them that make it easy for you to buy postage through ebay for your stuff but forces you to use 1st class, so maybe it called "tit for tat"
