Time Limit For Payment By Lessees On Leasehold Flats Building Upgrade

The block I live in is leasehold, I am a lessee of one flat. The managing agents have presented all lessees with their estimates for upgrading the block, which most of us think are very excessive. We, the lessees have tendered our own estimates which have been ignored by the managing agents of the block, and the managing agents are now insisting that we pay for upgrade of everything (lifts, stairwells, roof, fire escape, concrete balconies etc etc) in one lump sum by may 12th. Can they do this? Is it possible to extend the time period before we pay? Is it possible to pay for each job as it is done or do we by law have to pay a lump sum in advance? We have a meeting of lessees tonight to discuss this situation. Thanks in advance for any help
