If you witness someone on their phone whilst driving, are you supposed to do anything about it....would you do anything about it or leave it to the police to do their job....

Choice is yours, are you prepared to stand up in Court, be identified and give evidence?
It's unlikely that an individual would be prosecuted for driving whilst using a mobile telephone in a case where the evidence comes from a non-police officer.

However, there is nothing to stop you from reporting the matter to the police.
Unless it was the cause of an accident, the police have to see them themselves. But the Fine should be higher + I year Ban.
I see this everyday, 'white van man' and 'school run mum' are the worst offenders. I do not do anything .
The law on this is being strengthened. The police will soon be examining the phones of any driver involved in an accident even if they are 100% blameless and checking to see if the phone was used while driving. This can be found from the tracking device in every mobile. If it is found to have been so used the driver will be prosecuted. 6 points and a fine.
yeah pull in (!) and pull out your own phone and photo them

as far as I know using the phone doesnt include ringing but er playing with it
I would leave it to the police thats there problem not yours
