For example, in one country, an airline lost my luggage and does not want to refund the cost of the luggage.
Can I sue this airline in another country? Do you have any suggestions on how best to do this. Thanks

..... you didn't think about insurance on here as well as your printing question !

Yes, I didn't have insurance. Probably if it was, then there were no such problems. But the question is not about insurance, but how best to sue?
Was the luggage very valuable? It might not be worth pursuing the matter in court.

Valuable - there was tourist equipment for two people - tents, sleeping bags, warm jackets, etc. The total amount of luggage is large enough.
This doesn't seem to make any distinction about where the airline is based:

Have you followed all the steps?

My luggage was lost in Chile. I waited 21 days, when officially it became lost. Once again, I contacted the airline to compensate for the damage. They said they could only refund $30. After that, I turned to the Chilean consumer rights protection service - I wrote a statement. But the airline said that they would not compensate anything. So the next and last step is court.
It would seem that you next recourse is to complete the CAA on-line form as mentioned in the link. I have no further advice. Good luck.
so the answer is to sue carp-airlines in Chile?
no I think you should exhaust avenues in england first
and citizens advice - you cannot be the first to lose luggage on an airline
The airline has to compensate under the Montreal Convention, so I would try the CAA form as advised above.
