is it right there is a law that you must keep a dog on a lead on a public right of way or within 100 yards of a road/highway,? thanks if you can help.

I think the law is that your dog must be under control, not that he must be on a lead. But ICBW.

If there is one it's ignored more than it's observed.

dzug, thanks for your reply, i was told it was something to do with "the road traffic act 1988" have googled but no luck, thanks again.

A lot of councils have bye-laws that say a dog should be kept on a lead.
