car on personal contract purchase

my car is 2 and a half years old and has been back to dealers 8 times in this time for repairs9(was new when lease started) who is liable for costs involved as has been off road when broken down also power steering belt sheared off 3 times meaning total loss of steering/control.i think this is unacceptable and also caused me to nearly crash each time belt has gone. am i able to reject car after this length of time?
