i sold my caravan and the person i sold it too contracted a halier to move it and and the haulier made a mess of trying to move it and damaged some steps and an electric box. Now the campsite owner won't let it be moved and is sending me the bill for the damage, whee do i stand?

it is no longer your caravan, so surely its not your responsibility anymore - you didn't hire them

send the bill to the new owner for them to send to the hauler
Simply inform the caravan site owner of the new owners details and if so a copy of the receipt to show when the sale took place and direct any further mail to the new owner. It has nothing to do with you whatsoever !
