A friend of mine has his own car valeting company and wants to print postcards to drop from door to door...

Before he does this, is he allowed to do this? Or is there some sort of rule about delivering mailshots in this way??

Well if there is, they break it every week where I live. I get a small forest delivered through my door every week - takeaway menus, flyers, leaflets, business cards etc etc
most towns have local free mailouts such as the trader and other types. these are usually full of ads and a few articles. for a small fee they will insert your flyer into each copy and it will go out with their deliveries.
You can do this - there is no law against it.

I would caution against putting it in with newspapers etc as you will be amongst many others and often they all get lumped together and thrown away.

You will also often find that kids have not delivered the papers but thrown them away!
