Home office dealing

Please people help. I would like to know: If the home office recieves application in time of one law and after a wile they change it and say that they have made their decision on the new law . Can they do this? They are revusing me a work permit because they have add recently to the law that only people who had worked from the 31dec. and after 2006 for a 12 months period can get a work permit .This is for Bulgarian and Romanian. When I sent my application there was no such thing. it was only for 12 months. And I am sure they have had my documents at least for 20 days before changaing the law.I will be vey thankfull if someone answers me.
