FIXED PENALTY What can they prosecute me for?

It says it will serve a summons on me for the above offence. Letter C - not having dog on the lead. The warden initially accused my dog of fouling at the time, which is offence Letter B but did not issue ticket as I strongly objected to his accusation. I collected the poo as evidence as I knew it was not my dogs! The offence I wish to defend is the one on the ticket which has a �1000 fine. Can they increase the charge to the crime of Letter B (dog fouling) which was his initial accusation yet not on the fixed penalty? Many thanks. Please don't judge me as I feel very innocent and it's a long story.
