As far as I am aware, no, I believe that Ebay's rules state somewhere and Paypal's assuming this is how you paid, state that you are entitled to a refund of the price paid for the item not the P&P
If you are returning the goods because they are faulty and or not as described, then ALL your postage costs should be refunded. You should not be one penny out of pocket - after all it is the seller's fault, not yours.

If you return the item because you simply change your mind, then you should bear the cost of postage.

Yes you are entitled to the P+P back. I emailed ebay to check this once when I had to refund an item
Hi elerrina, you should get the postage back but dont bank on it.

I bought a jumper listed as an adults and when it arrived it was for an 8 year old. The seller said I would get a refund less postgage which all told was 8 quid. I said I want a refund on postage and I then got "it was a small jumper perhaps you're a medium etc etc". Ebay won't want to know and will tell you to sort it out between yourselves.
