dropped a fag butt down the drain

My sister in law dropped her fag butt down the drain and was seen by an official who then gave her a fine for �60, i would have thought it was to do with the water board not the litter police, any coments or facts welcome please.

The other day I saw a bloke throw rubbish on to the ground, literally 2 feet away from a litter bin. He simply didn't give a toss.

Now, had he been nabbed & fined �60, he would have whinged his arse off.

i must say i hate litter louts with a passion however she put it down the drain , the police man is ajobsworth ,
her defense could be

If smokers are now banned from smoking ANYWHERE, and are just given to walking the streets to have a ciggi. Fined if they drop a butt on the pavement.

They should put appropriate bins out for people to put their butts in.
