It states the the local authority has a duty to look after and accommodate children in need, unless an able and willing person with a residency order objects.

Section 20 means that the child has been removed from the home with parental permission as the parent no longer feels able to care for the child in the home but the parent/the person with parental responsibility still retains the right to make decisions regarding the child's welfare.
