has anyone successfully got their neighbours to cut down their leylandii. My neighbours have a row that are twenty foot and cutting out my light

I haven't done it but know that it has been done. You have to involve your local council and they use the powers under the Antisocial Behavoiur Act 2003 to declare it a statutory nuisance.
Whether they are willing to take up your case will depend on their policy towards this and the scale of the nuisance - you will find a paper produced by Government on the site that is a methodology for working out scientifically how much of a nuisance it is - involving distance from the hedge to your garden, the proportion of your total garden shielded, height of tress and sun orientation.
