Is this a defence?

If a party's statement in defence consists solely of quoting the allegations and "putting the Claimant to proof" on each of them, is this a defence or a denial?
(I am thinking of the criteria for striking out a defence where only a denial has been submitted rather than a credible defence). Thanks.
