As already suggested, it is up to all the family members to come to an agreement about the funeral and expenses.
Did he own his house? If so, is his girlfriend on the Registered Title (deeds) too? Is there a mortgage?

The children are next of kin from the inheritance angle. As they are under 18 it will have to be held in trust for them.
The trustee could be anyone who will take it on - the girlfriend, particularly if they are her children, or the parents, are the most obvious candidates
The funeral is payable by whoever arranges it. They can reclaim the cost from the brother's assets
