If a person was living with a student on income support as their non paid handyman for live-in accommodation and then wanted to move out into a council tax paying residence.

Then after the move out of the council tax shield make an application for job seekers allowance and housing benefit would they want to know about the previous address and could this be a problem for both mentioned parties? (comments appreciated no liabiliity)

yes they will probably want the previous addresses, and it could cause problems if the previous address was avoiding paying council tax with this "non paid handyman for live-in accommodation" tale.
