I'm trying to find out a proper definition of the local council's duty to maintain the amenity of my area.

Any help please?

Thanks for your reply - I'm trying to find out their obligation on a national level, ie what they are obliged to do by Law, rather than their own policies.
Vivkins, it comes under section 215 of the Town and Country Planning Act. The link Zac has posted refers to Environmental Health legislation but there can be more teeth in the planning legislation depending on the precise issue you are dealing with.
