My husbands employer won't allow him a long weekend later on in the year unless my husband can get another employee to cover his on-call. Is this allowed?

yes, the employer can specify when the employee takes all their holiday if they want
Perfectly acceptable I'm afraid.
Yes. I can't go on holiday unless certain people are in the office to cover me.
Perfectly reasonable........happens all the time.
Employer can stipulate when holiday entitlement is taken. What they can not do is prevent you from using your full allocation, but leave requests can be denied and a shift swap favoured if the employer sees fit.
