how much artistic control does a film editor have over the film director?- or his he simply the bloke with the scissors who cuts where hes told by the director- or even distributor?

A film editor is usually hired by the Director, so they work together.

Some Directors are happy for a Film Editor to make suggestions, others have a clear idea of how they want their film to look.

both the director and the producer work closely alongside the editor to give the final piece.  there are usually a lot of cuts made at the editing stage from wot was originally shot by the director.  hence the reason for some films being classed as 'The directors cut'.
