However some of the top people who worked in these places like Stoke Mandeville should be ashamed of themselves if they did know what he was like and chose not to act for the sake of the cash.

The part I find hard to comprehend is the nurses who advised the children to pretend to be asleep when he came to the hospital wards so he would not fondle them. Obviously common knowledge at the hospitals then. Why did they not speak out?
