What Film?

I'm tring to remember a movie thriller I watched a few years ago. I remeber only the begin of the scene I think through a man binocular when a woman walked along a park lake with her kid where she got snipered. And the rest of the movie I think her husband or detective tries to solve it by reacting the murder and there was a plot twist to this movie.

I know the film its remembering the title. The plot is a lot of people are killed by a sniper to put the police on a false trail, getting them to think they have a serial killer. In fact it is only one person who he needs to kill. Something on the lines of a multi million dollar company take over.
