Opening scene starts off with the serial killer burying the naked body of a woman in a leafy ditch, he was only wearing of a black swimming trunk. Then the police arrive to investigate the murder along with the detective.

Can't remember if it's one of a Dirty Harry or Charles Bronson movies or some detective partner movies. Please help!
