The young inspector wears a blue and red ribbon on his jacket, something that the older inspectors do not wear. If the red ribbon is an award of the Legion d'Honneur then the two should be worn the other way round. But the Ld'H award in civvies is a red rosette (even today) as worn by the commissioner. So what is the young inspector wearing?
