'Eurovision' isn't just a named attached to an annual song contest. It's the name of of a network, set up by over 50 broadcasting organisations, to facilitate the flow of information and resources between members of the European Broadcasting Union. This organisation has been around since 1950 and is completely independent of the EU. As, in media terms, the world has grown smaller, it's been in the interests of the EBU to admit broadcasters, from outside of the geograpic borders of Europe, into membership. Any member of the EBU (including those in Asia and North Africa) has the right to participate in the Eurovision Song Contest.
