There were 2 programs on Hallmark channel here in the UK 1] Story of two guys who worked for the Ambulance service in Canada I think one of them had a problem with gambling. 2] FBI series set in Canada where they had a local drug dealer on the payroll,who also owned a club,There was a female in charge and one of the agents was played by the guy who was Max Headroom, Matt Ferrer I think .
